An Amman consultancy built for a different kind of work.

Ivvesa is a Jordanian strategic consultancy specialising in feasibility studies, regulatory advisory, urban planning, environmental and social assessment, and institutional capacity building. We partner with international firms, donor agencies, and Jordanian public-sector clients on the mandates that shape how the country plans, finances, and delivers complex public-sector projects.

The work.

We build the evidence base for complex public-sector decisions in Jordan. The work most often takes the shape of a feasibility study — technical, economic, financial, institutional — delivered to the operational standards of the World Bank, MoPIC, EBRD, AFD, JICA, and the EU. Around those studies, we run the regulatory and stakeholder layer that determines whether a recommendation gets implemented or stalls.

Our practice anchors on three primary sectors: urban modernization, agriculture and food systems, and transport and logistics. We pursue water, energy, and digital infrastructure mandates opportunistically, in consortium with specialist firms. Across all of them, our value to an international partner is the same: a credible Jordanian counterparty with delivered work on the record, a deep consultant bench, and the institutional fluency to navigate the Jordanian public sector at the pace donor-funded mandates require.

We work most often as a consortium member to international consulting and engineering primes bidding into Jordan. We are equally available to lead mandates directly for Jordanian ministries, municipalities, and parastatals — and to support donor task teams placing technical assistance into the country.

Our flagship credential is a delivered World Bank / MoPIC-funded feasibility study for Greater Amman Municipality. The follow-on, funded by the Royal Hashemite Court, is in delivery. We bring documented work product to the table, not capability decks.

Solution Design

We design with the donor framework, the ministry's reality, and the consortium's strengths in mind. No template-driven deliverables. Each engagement gets the methodology it actually needs.

Implementation Support

We stay close through delivery: stakeholder workshops, ministerial liaison, regulatory navigation, audit-ready documentation. The work doesn't end at report submission.

Monitoring & Adjustment

We track what's working and adjust mid-course. Donor-funded engagements rarely run to plan; the discipline is in adapting cleanly without compromising deliverables.

Abdel Rahman leads Ivvesa's strategic practice and partner relationships, with end-to-end accountability on every engagement the firm takes on. He has more than ten years of cross-disciplinary experience spanning feasibility study leadership, sustainable food-systems strategy, agri-tech innovation, and entrepreneurship development across Jordan, Saudi Arabia, the UAE, Qatar, the Netherlands, and Iraq.

His public-sector practice is anchored in donor-funded mandates. He co-led the proposal development that secured the Amman Central Market Modernization Feasibility Study for Greater Amman Municipality under MoPIC and World Bank funding, and led Ivvesa's delivery as the named local partner on the resulting consortium engagement. The work has cumulatively delivered over 425,000 USD in donor-funded mandates with the Government of Jordan and its multilateral partners. He holds an MBA in Food Security from Business School Netherlands, with a thesis on scalable indoor farming models for arid regions, and is a certified Project Management Professional (PMP).

Beyond Ivvesa, Abdel Rahman is a recognised voice in sustainable food systems and entrepreneurship in the region. He was named to the Forbes Middle East 30 Under 30 list (Science & Technology, 2024). He has spoken at COP28 in Dubai, Inflavour 2023 Riyadh, the Global Vertical Farming Show, INTF Baghdad, IFESA Riyadh, and Step Saudi — and has trained over sixty entrepreneurs and provided business coaching to founders across Jordan, Syria, and the Gulf. He sits on multiple regional mentor benches, including MISK Launchpad and Flat6Labs.
